Plugins or more accurately, extensions, let's say, are like little apps inside an app. They offer more specific options inside, in this case, Photoshop.
How to install them: when you install Photoshop, it automatically installs another program called Adobe Extension Manager, which is specifically for installing these plugins and managing them, of course. What you'll do is, download the file at the web page (which should be a .zxp file) and then open it. Adobe blah blah should open then and ask you for permission to install it, agree the terms, etc. After it installs, just restart Photoshop and done!
How to use them: After you restart PS, you go to Window > Extensions and then activate the ones you installed. They should appear somewhere on your workspace and initialize. Each of them have instructions on how to use them on their own web page, check them out to know more.
(Note: all specific details are showed on each page, like what version you need, how to use them, etc. All of them are free except Topaz, because you need a code that you can actually google).
