The idea I had for this one is Izuku being All For Ones son. At some point All For One comes back to kill Inko and Izuku since he sees them as a failed experiment to replicate his quirk in his child, then groom them into the next him.
When All For One tries to kill Inko, Inko sacrifices herself to let Izuku escape. He is on the streets for a while before he is attacked by a villain and with the adrenaline he activated his quirk. Well more accurately his father's quirk.
He ends up learning more about his quirk and who his father is and decides to use his quirk for good, by becoming a vigilante. He becomes a vigilante. The media finds out about villains being arrested and suddenly loosing their quirks. The media dubs him "Steal."
Quirk:All For One+
His quirk works similar to All For One in allowing him to take and give quirks, but the process is painless. Most people don't realize their quirk was taken until they try and use it. He can combine and split quirks allowing him to make a stronger quirk. He can also copy quirks, but can't give, split, or combine these quirks due to copied quirks being too fragile. Copied quirks become weaker over time until they stop working entirely.
