They're appointed by the Godmothers of the forest, the guardians of the deepest forest of North, East, West, and South for its people.
To be know of, there are unplanned allies formed into two through the years.
The first is the North and East; the "Black Jaguar" and "Green Dragons"
The second allies is West and South; "White Tiger" and "Red Phoenix"
