}One Year Later, 2016{

Tony has finished his presentation for the funding for the students. "That took my breath away. Oh, Tony! So generous. So much money! Wow!" the man awkwardly laughed. "Out of curiosity, will any portion of that grant be made available to faculty? I know, "Ooh, gross," but here me out. I have got this killer idea for self-cooking hotdog. Basically, chemical detonator embedded..." "Restroom's this way, yeah?" Tony asked him. "Yeah. Embedded in the meat shaft." "Mr. Stark, I am so sorry about the teleprompter. I didn't know Miss Potts had canceled. They didn't have time to fix it," a woman came up and told him. "It's fine. I'll be right back." He then left to the hallway with Loki.

"Are you all right, Anthony?" Loki asked him. "Yeah, I'm fine. I just need to catch my breath," Tony replied. "That was nice, what you did for those young people," a lady that was by the elevator told Tony. Tony and Loki walked up to the lady. "Ah, they deserve it. Plus, it helps ease my conscience," Tony said to her. "They say there's a correlation between generosity and guilt. But if you've got the money, break as many eggs as you like. Right?" Tony pressed the up-elevator button and asked, "Are you going up?"

"I'm right where I want to be," she said as she started digging through her purse. "Okay. Hey." Tony grabbed her wrist. "Sorry, it's an occupational hazard." "I work for the State Department. Human Resources. I know it's boring, but it enabled me to raise a son. I'm a very proud of what he grew up to be." She then slapped a paper onto Tony's chest. "His name was Charlie Spencer. You murdered him. In Sokovia. Not that matters in the least to you or your husband. You think you fight for us? You just fight for yourselves. Who's going to avenge my son, Stark? He's dead and I blame you two." She then walked away from them.

"Anthony?" Loki was concern and worried. Tony looked up to him. He didn't reply. Instead, he just hugged Loki. Loki hugged him back closely to him. "Anthony, I know that we never meant to harm or kill innocent people..." Loki started out, trying to find the best words for the situation. "But unexpected events happen, even with our faults. I get it, Lokes. I get it. It's a price we pay," Tony said quietly. "But what are we gonna do about this?" "Talk to Ross and the rest of the team about this, whoever's already at the Facility," Tony told him.

}Avengers Facility{

"Five years ago, I had a heart attack, and dropped right there in the middle of my backswing. Turned out it was the best round of my life, because after 13 hours of surgery and a triple bypass, I found something 40 years in the Army had never taught me. Perspective. The world owes the Avengers an unpayable debt. You have fought for us, protected us, risked your lives, but while a great many people sees you as heroes, there are some who would prefer the word "vigilantes"," Secretary Ross gave out his speech.

"What word would you use, Mr. Secretary?" Nat asked him. "How about "dangerous"? What would you call a group of US-based, enhanced individuals who routinely ignore sovereign borders, and inflict their will wherever they choose, and who, frankly, seem unconcerned about what they leave behind?" Ross then stepped aside to show them examples. "New York." The video played a recording of New York attack. "Washington DC." Video showed the SHIELD air-base crashing into the water. "Sokovia." Video played parts of events on buildings crashing down. "Lagos." Then the video showed the recent aftermath events that happened from Steve and his team.

"Okay. That's enough," Steve told Ross. "For the pass four years, you've operated with unlimited power and no supervision. That's an arrangement the governments of the world can no longer tolerate. But I think we have a solution." Ross set a book down on the table for the team to see. "The Sokovia Accords. Approved by 117 countries, it states that the Avengers shall no longer be a private organization. Instead, they'll operate under the supervision of a United Nation panel, only when and if that panel deems it necessary."
