'Farewell, Hero Izuku.'

That was all that Victor wrote in the end as Izuku began to accept that Victor had gone his way and Izuku should do too. He really shouldn't bother him like he used to.

"Well, it is a disappointment that I can't say goodbye to him. But then again, I am in his debt so I will finish this once for all."

Izuku left the letter on the desk before leaving a novel book next to it. The novel was never finished. Its ending was never told because the main protagonist is still alive to this day. Perhaps, the day where everything will come to an end someday.

As time went on, Victor Dragon retired to Italy as he left. He became a bartender as he stood close to the underground. He heard many things changed, Disaster hit once more and many people were attacked with erasing quirk bullets. The world watches as Japan falls.

When all fear was losing hope as Japan was once again plunged into chaos as the Government's Official Worldwide Statistic showed a downward trend of young children manifesting Quirk, in other words, the number of Quirkless children was increasing.

Amid the panic, one Pro-Hero spoke out about his experience of being a Quirkless kid before he received his 'late' quirk.

A reminder that shook the world, the hero was Izuku Midoriya. A prodigy. An inspiring icon to many people. A breakthrough pillar that raises hope in the quirkless society and community.

His words told his past as the previous changes of Japan were reformed by his power that gave light to the dark path.

[Many of you may know my early years when I was a child. Almost all the kids were eager to bully me and the teachers didn't care in my school. To them, and everyone in my old community, being Quirkless meant that I'm doomed to a life of failure. That I was worth less than my peers, worthless even.

I was an outsider to all. To a point that I started to believe that they were right. After all, what can I accept when everyone gave me the same answer when I asked if I could become a hero?

10 years later, I received my quirk. Everything changed around me. People begin to praise me. Saying that I could become a hero.

Nobody makes fun of me for being Quirkless but was it all worth it?

For who I am?

Ask this because is it really worth to like me for who I was now than the previous me?

After that, I found precious people, whom I still have strong relationships to this day. They have helped me get through tough situations and heartbreaking events.

Now before you cast your judgments, I want to tell you that over 80% of those in the position of CEO and equivalent rank came from Quirkless Societies. Even in the past, there were people who didn't have quirks and had made great strides to come all this way. Yet, we denied this fact for over a century.

We were once equal until someone believed in such superiority that they were better than the rest. We have taken discrimination to the next level in this country. Respect? In power or it is pride that we take?

You don't believe me, do you? It's fine because I'm not telling lies or giving sweet sugar words. You can check various companies' websites or the history that Japan had created over a thousand years' worth of breakthroughs and you'll see in the end.

So, I want to say two things.

First of all, being Quirkless isn't the end of the world. It doesn't make you less of a person nor doesn't make you unworthy and incapable of achieving great things.

Second, our society needs to change.

We have neglected too much of the past. Stop blaming and bring prejudice to each other. Discriminating is keeping peace apart and we need to accept this as our reality as we can no longer see the false sweet lies that we fantasize about in the beliefs in Heroism. It is time to wake up, my allies.

It is time because we are the next generation of the future.]

As the world watches Japan undergo changes.

Victor watches as Japan's broken system in Improper handling of Quirk that could have led to a generation obsessed with (false) Heroism mend with great difficulty. As the flaw of Pro-Heroes capturing Villains could be said as sloppily masking the symptom without treating the source of illness is fixed. It was a slow process but this time, the people of Japan began to accept it.

Although the process of catharsis (Quirk erasing bullet) was painful to those losing their Quirk, in the end, it would bring a more balanced society with Quirks being used for the field it's good for(not just Heroics) and Quirkless kids in the future generation wouldn't suffer like Izuku and those in the past did before.

At least, Victor was glad that everything was good on Izuku's side. Even a little push helped him along the way.

He smiled at last. Not once in a long time that Victor was able to achieve happiness as he faced the dark side by himself. Even though the pain subsided a little, he was at last grateful to see the symbol of hope rising from the darkness.
