Headcannon:
I feel like when the states are with America (or most of the time even Canada), they act like absolute angels. But when he's not around, or when they're with another nation, the are absolute DEMONS. Sometimes the other nations try to tell America about their behavior, but America is all like "my sweet little ANGELS would NEVER do that!!" And behind him the states are all like >:3
