Headcannon:
I've read quite a few fics where Germany makes Prussia live in the basement. But honestly, Prussia wouldn't live there because he was told to, he'd live there because he wanted to. Germany doesn't care why his brother wanted to live in the basement (though he was confused because there were definitely sufficient rooms in the house), he just remembers Prussia mentioning something about an "awesome man-cave" where he and his "totally awesome broskis" could hang, and Germany figured "as long as he's happy I guess".
