In November 22, there was another conference the Allies had, which is the Cairo Conference. 

"Today, we will outline the Allied position against Japan during World War 2." America said. 

"But first, we will need to check attendance. America, I and China are here. We might be forgetting someone." England said.

"Russia is not here." China said.

"I might wonder why, but we have to start the meeting as soon as possible." America said.

"You care not about Russia, do you?" England said.

"I care for him, but if we have to start the meeting as soon as possible." America said.

"Good point, but I think he is not attending because China is." England said.

"What? Do you mean he doesn't want to see me?" China said.

"No, because of the Soviet-Japanese neutrality pact of 1941,  which was a five year agreement of neutrality between them." England said.

"I care not for the pact. Just tell me why he doesn't want to see me." 

"It's because it would cause friction between Russia and Japan. Since you were once a belligerent of the Sino-Japanese war against Japan, obviously, Japan doesn't want Russia to see you. It's like he is already against Japan. That would be a violation to their neutrality." America said.

"I still remember when I 'flagrantly violated' Iceland's territory. The little lad's reaction is priceless." England said.

"Can we just start the metting now?" China said.

"We will also make decisions about pre-war Asia." England said.

"Interesting topic, Sir England"

"Please, call me friend."

"Do you insist?"

"Not at all." England smiled at China.
