The 1943 Constitution was the constitution of the Japanese-sponsored Second Republic of the Philippines (1943-1945). It was recognized as legitimate and binding only in Japanese-controlled areas of the Philippines but was ignored by the United States government and the Philippine Commonwealth government in-exile.
On September 4, 1943, the Japanese-sponsored 1943 Constitution was signed and ratified in a general assembly and two days later by 117 members of the Kapisanan sa Paglilingkod sa Bagong Pilipinas (KALIBAPI), the only political organization allowed during the Japanese occupation.
the Japanese - sponsored Republic created the Ministry of Education. Under the Japanese regime, the teaching of Tagalog, Philippine History, and Character Education was reserved for Filipinos. Love for work and dignity of labor was emphasized. On February 27, 1945, the Department of Instruction was made part of the Department of Public Instruction.
In 1947, by virtue of Executive Order No. 94, the Department of Instruction was changed to Department of Education. During this period, the regulation and supervision of public and private schools belonged to the Bureau of Public and Private Schools.
