Title: An Exposé on Childhood Trauma: Hawks Edition

Before Hawks has the chance to infiltrate the Leauge of Villains, a villain exposes the corruption in the Hero Public Safety Commission. The villain does this by using Hawks' confidential file, which details everything about Hawks' (frankly traumatic) life.

Or: Fuck the HPSC, everyone wants to help Hawks find his freedom, and maybe Hawks can acquire a dysfunctional family along the way. The dysfunctional family in question containing students from UA, tired teachers, and many Pro Heroes.

The HPSC suppresses Hawks Bird Instincts, the World finds out and is not okay with it.
