In Heaven, there is a hierarchy that exists.

At the top of this Hierarchy are the archangels, born in the order of Lucifer, Michael, Gabriel, and Raphael.

The next wave of angels to be born from God's power were taught by the archangels, not by God. The third wave taught by the second, and so on.

Gabriel,born in the first wave, taught Castiel, who was born in the third wave, which exaplains the deep relationship that they had, and how Castiel was able to recognize Gabriel even when he was in disguise.

Castiel did become old enough to teach the last wave of angels that God made before he left Heaven, in that wave was the angel Samandriel, who was among the youngest angels of that wave. Samandriel looked up to Castiel and thought of him more as a father-figure than a brother because God had left soon after the births of the last group of angels.

When Castiel killed his brother, the feelings both he and Samandriel felt were closer to a father killing his son than anything else.
