In Jhoto region,there is a city named Ecruteak city. At the north side of the city,their is an old burned tower called Bell tower

Bell tower is the icon of Ecruteak city. It wasn't just a building or something. It has a huge history. About 300 years ago this tower was built to foster freindship and trust between pokemon and people. The tower was the perch of the rainbow pokemon "Ho-oh"

When Ho-oh came in this tower,the bells started ringing. Then people of town get the massage that Ho-oh has arrived.Ho-oh used to help these people with it's magical and magnificent power.
But 150 years ago in one fateful night, a huge thunder storm took place. Few people took shelter in the bell tower. But unfortunately, a huge thunder hits the tower and starts a fire. Those people inside the tower were stucked and couldn't get out. Then three pokemon jumped into the tower to save those people. They were Flareon,Jolteon and Veporeon

They were successfully rescue those people but they trapped inside. No one even try to rescue them from the fire and watched them burn alive. At last the rain stopped the fire. Then Ho-oh came. It knew that the friendship and trust between human and pokemon are now Brocken by the town people who didn't even tried to save those pokemon who risked their life to save human. Ho-oh saw their burned bodies. Then it use the power of three elements of nature that were involved with this tragedy to revive them. It use the power of thunder to revive Jolteon,Fire to revive Flareon and rain to revive Vaporeon. The three revived pokemon were become legendary beast Raikou,Entei and Suicune.

The trio was given three duties each to fulfil. Then they spread away. And the Ho-oh flys away never to be see again. The people of Town built another tower for Ho-oh but the friendship and trust was broken. Which is why Ho-oh never return.
