In the bustling metropolis of Alvera, amidst the towering skyscrapers and the hum of city life, a bone-chilling night cast an eerie pall over the atmosphere. Oblivious to the gravity of the impending events, the city's denizens carried on with their usual activities. Some students slacked off, their minds wandering from homework assignments.  Most students roamed the streets looking for mischief to participate in. Usual criminals lurked in shadowy corners, hatching nefarious plans. A few dedicated souls remained in their office cubicles, diligently toiling away. Little did they know that within the heart of the city, a crucial convention was about to unfold—a meeting of monumental importance.

The cold night air whispered secrets of unknown outcomes, yet the oblivious citizens continued their routines, unaware of the imminent impact this meeting would have on their lives and the world at large. As the great city slumbered in blissful ignorance, the stage was set for a cataclysmic clash of political wills and hidden agendas.

This clandestine gathering brought together two formidable figures: Vice President (VP) John Marshall of the Greater United States and Prime Minister (PM) Morimoto Tanaka of the Republic of Greater East Asia. Their paths converged on this fateful night, their destinies entwined in the delicate balance of power and diplomacy. They sat at an oval-shaped brown table in a large conference room facing each other from opposite sides.

The VP of the Greater United States; was formally renamed after a war between it and another country that was already connected to the Greater United States around 10 years ago, and the county of Alvera which had been recognized as a part of it after their smoldering defeat.

In addition to the VP and Current PM, there were a bunch of reporters and news journalists who were allowed to sit in and attend the meeting but were asked to remain civil and act accordingly to the flow of the meeting. The contents and main topic of why the meeting was happening to begin with were to remain private, but after last time concessions it was decided that the meeting would not be televised across all of the Greater United States.

The VP had begun to speak with the aura of a professional businessman surrounding him as he addressed the current PM's Advisor after greeting the others in the room: "I'd like to first start off by saying thank you. I know you all don't typically travel around like this, but I assure you this will be worth your time. I also assume you've received my inquiries, and I would like to say that yes we are indeed serious about this. We however can not move forward with our plans without your "cabinet's" consent."

The advisor would compose himself for a second, before speaking in English that did not sound 100% fluent, but it got the job done. "We did see them, but our question was does Mr. President know about this?" The advisor spoke directly, looking straight at the VP. "Well you see, the president is on Vacation. I'm allowed to act in his stead when he is out, and I'm also allowed to call these National meetings in the first place, which is why I came to you directly as you're the last step of approval we need. but as you saw from the reports I sent, the situations we are experiencing are getting out of control and this program adoption system could help us fix that. I'm sure you people (is what he said as he resisted the urge to say you j*ps), all being the conductors of your own, know that better than anyone."

The VP more than anything wanted to appeal to the members of the executive committee the best way he knew how: emotional manipulation, or as he called it "intense persuasion". The advisor would rely upon the message told to him by the PM "Of course, we understand, but we want you to know we expect good results." "We can't guarantee our results will be "good", but they will be conclusive and the data will be measured accurately. Then once it's all collected we will send it to you."

The advisor would lean over to the PM who had a stern and unmoving facial expression on him as he briefly whispered in his ear and the advisor would begin to speak again. "How do you plan on getting the word out about this if this is not being, um- televised? Don't you want the youths to know about it beforehand?" The advisor would await the response of the VP who paused to think. "Of course, we were already prepared for that, instead of bombarding them with it everywhere we planned on showing it to those who couldn't stop misbehaving. In other words a full-on campaign." The vice president said confidently with a slight smirk on his face. A smirk that contained pure malice and enjoyment, he wore it quietly before flatting it out and returning to a serious expression.

"Campaign?" The advisor said, taken aback a little, it was clear both he and the Prime Minister needed some clarification. "Yes, we're talking TV PSAs, posters, flyers, the woodwork, you name it, etc." The VP had boldly declared their strategy for the promotion of the program and once it registered with the PM and his Advisor. The advisor would say: "Well it seems you have a solid foundation in mind, we do still have our concerns, but we will leave them with your secretary. If you could please send them back to us as soon as possible, we look forward to seeing what you accomplish." Both the advisor and the Prime Minister stood up as they shook the VP's hand whose slight smirk had returned and evolved into a full-grown grin, as from this point on the law had been officialized.

The sound of banging gavels and pens writing on paper had intensified as the reporters and other parties in the room began to look at each other and think about what this law really meant and the ramifications it bore. These sounds continued for more than a few moments.

The officials and other parties who understood what was being said had to remain calm and patient, some of them were just as excited as the VP, some more neutral members apprehensive, and some pacifistic members utterly disgusted about the results, but in the end, it was already decided. But after the meeting concluded, those with weak hearts and empathy simply ran as fast as they could to hug the youngest people in their household.

The meeting's decision, which would profoundly impact both the Greater United States due to the Republic of Greater East Asia, had been finalized.
