He was just friends with her until he found out she was best friends with Clark Kent. That's when he had an ulterior motive to get close to Noel. Oliver Queen is Metropolis' billionaire playboy. He's a wealthy playboy and billionaire industrialist turned outspoken socially progressive politician. He met Noel in her junior year at Metropolis University when he went there to teach about being an industrialist. He talked about his company and what his company could do for the world. Noel eventually befriended Oliver after working her internship with Queen Industries. Oliver and Noel met each other more often after she became Lex's assistant.
