Dear All,
The Virus Testing Program (VTP) has successfully been launched. It is a program that will help find a vaccine or cure for the Virus that has begun to spread. A large portion of the Government's resources will be devoted to this program as people are desperate. We don't have long to find a cure.
Many of you will know that the Virus was originally created as a bioweapon for the Country, but it was accidentally leaked. The citizens can never know that it was created by us. As far as they know, it came out of nowhere. The Virus will eventually spread to other Countries to increase our chances of winning the war, but we need a way of containing it to a certain extent. We cannot lose all of our people too - they are the future of this Country. The aim is to find a cure for the Virus but keep it to ourselves.
This program is based on the findings of the Researchers at the Institute of Virology centres. They have found that people born after 2116 have a unique gene that is not found in other generations. Scientists have reported to me that this is likely a mutated gene. This was found when Scientists were testing children in a separate program that explored mind projection. However, it would not be ethical for us to experiment on children less than 10 years old. In other words, it would look very bad for us. Therefore, we're looking for adolescents who were born within the ten-year timeframe of 2116-2126. We need about 20 people for the program.

Below is a list of the objectives for each role, put together by my team.
Analysts: Analyse the subjects of the program. You will be working closely with the Nurses and Researches.
Guards: Accompany the Nurses to all subject rooms and deal with the subjects when necessary. Always carry a weapon with you at all times. Some of you may also be sent to containment centres in the Upper Quarter to help transport Virus tanks to the borders of the Country.
Medics: Accompany the Guards or Squad members on patrols or missions.
Nurses: Evaluate the subjects you are assigned to and share your comments with the Analysts. You may have power over the Guards.
Scientists: When given the data of the subjects, research in the Virus Control Department. You have the power to conduct experiments on the subjects as long as it follows Guideline 2 of the VTP guidelines.
Squads: Patrol the West and Upper Quarter. Keep an eye out for anyone who looks like they fit the ten-year timeframe for this mutated gene. You have the power to capture them and send them to an IV (Institute of Virology) centre that has vacancies. Ping my Messenger when you have a capture.

Virus Testing Program Guidelines:
1. Subjects must be born between 2116-2126. Any captures outside of this timeframe must be released unless there is an exception.
2. Experiments can only be done on Subjects if they collect data that:
i) helps understand why a Subject is behaving a certain way
ii) determines what is needed to create the vaccine
iii) determines how the vaccine can be created
iv) creates the vaccine
Any Scientists that do not follow these four guidelines will be revoked of their role at their IV centre unless they have directly contacted the Leader and received his permission.
3. Subjects must give verbal consent to any contribution of their body parts. Consent under the influence of the Control Pill is considered to be adequate consent.
4. Analysts, Guards and Scientists all have the power to issue Control Pills to subjects, as long as there is a Nurse that approves of it. After their first pill, the Subject is expected to say:
"I am very proud to be a part of the Government's first testing program for the Virus! I will assist in the production of the vaccine as best as I can and I will follow the orders of the Leader. I pledge my loyalty to the Government."
The Control Pill ensures that the Subject cooperates and is always honest. If they don't say the above, report this to a Scientist immediately and they will investigate.
