If anyone is reading this, I am sorry it's taking me so long to update. It's been a crazy month. Hope this chapter makes up for it. Enjoy!

Tuoba Yu {Ming Province}

{1 week later}

The last few days had been hell.

Cheng An and I worked tirelessly to assist the people of the Ming Province. I sent countless letters to father asking for supplies on the villager's behalf. However, it was still not enough. They needed a permanent fix to their problems.

I just wished I knew what that was.

As if that wasn't enough, images of a raven-haired young woman swam through my head. Li Weiyoung. She certainly always found herself in trouble. I never imagined I would bump into her here, of all places.

Or that I would actually be happy about it.

What was it about this girl? Maybe it was her bold and fearless nature. Maybe, it was the way she carried herself.

Or maybe I was just desperate to unleash my sexual desires. Whatever the reason, this woman could become a huge problem if I wasn't careful. Most women barely got a second glance.

Li Weiyoung got a watchful gaze that was arresting.

"Your Highness!"

I was pulled from my thoughts by the sound of my manservant. I was sharpening my sword by the windowsill of my inn suite. From the window, the morning air was crisp and cool. Cheng An barged into the room and closed the door shut before speaking.

"Your Highness, I just received something huge this morning. It might be a solution to the chaos that's ensued here in Ming."

Seeing me raise my eyebrows, Cheng An took that as a sign to continue.

"I woke up ready to perform my daily rounds when I found a scroll in front of my door. Once I opened it, it had a thorough explanation of handling natural disasters. I think this is a disaster relief plan! And even better, it's good."

He handed me the scroll and I studied it carefully. The plan was so meticulous and detailed. Clearly, the sender was very intelligent and politically experienced. Cheng An turned to me.

"It's brilliant, but do you really think it will work?"

"There's only one way to find out. Saddle up the horses: we're going back to Ping City."

{6 hours later, Ping City}

I waited with bated breath as my father read over the disaster relief plan. What if it's not enough? What if he doesn't like it?
