Issei and Lilith had arrived at where they saw the panda and apparently, there was a crowd. It seemed that what some had to do was ring the bell, using a hammer. Not many people were getting close, some were able to get at least 3 quarters the way up. However, Issei noticed that most of the people were swinging the hammer awkwardly.

Irina: Hey - as she caught up to him with Kunou, it seems the weighted runs did her well.
Issei: Hey, you okay? - watching her take a couple of deep breaths.
Irina: Mhm! What are you guys looking at?
Issei: Lilith-chan wants that panda and it seems you got to hit the bell with that hammer - as he set Lilith down.
Kunou: Oh, that's a big panda - climbing down from Irina's back.
Irina: Yeah, but it seems no one has done it.
Issei: That's because it may be rigged, I read some carnival games do that, I think the hammer is weighted.

He could see them talking to each other, probably strategy, but he couldn't hear over the sounds of everyone. He sensed that the others were heading to the carnival, Vali's team was better at minimizing their energy signatures, unlike the Gremory group. So he knew where they would be and how to avoid them, if need be.
