I have small information to give, i don't know anything about Korean laws but I've saw some Korean movies were a murderer after 10 years cannot be proven guilty.
Reason
Submitting evidences of a murderer after 10 years didn't valid in Korean court and cases of murders happened 10 years ago with no evidence against a person automatically closed down.
In my story, same concept i have used. Hope my readers understand.
