Creation of the Shinigami

"In the beginning, God created the heavens and the earth..."

After the Seraph of Death, Azrael, was created, God proceeded to make a division of beings know as the Shinigami (properly known as the Mavet) to mandate God's times of death for humankind.

Before humanity was created, Azrael went to meet with the Shinigami, and appointed one of them to be king. This king would be the one she does communication with, and the king would be entrusted to spread her orders throughout the other Shinigami. Upon being appointed, Azrael tore out pages from her own Book of Duties, as they all transformed into notebooks; Death Notes.

Within the Death Notes were rules on how to use it, however it only detailed the rules listed on pages 1-7. Anything after page 7 was added many years later, but they were not added by Azrael or the Shinigami king. The king later became aware that rules were added (some true and some false) mostly for the intention to aid and/or throw off any poor unfortunate human that picks it up. Azrael saw this as the king's jurisdiction to deal with since it was below her, however these added rules were never addressed since.

Since humankind was created, Azrael would travel to the Shinigami Realm every 500 earth years and give the Shinigami king a list of names that needed to be written down within that time period, and it was up to the king to disperse the names. (While these names did eventually get written by the Shinigami, who had become lazy, it took a lot of "parenting" from Azrael. This is why Azzi was later created to help Azrael with her work so she would have more time to deal with the lazy and misbehaving Shinigami).
