There's so many ways to say I love you without speaking the actual words- some as simple and unromantic as:
I hope you get home safe and
I'll always be here if you need me and
I had to let you know I heard your favorite song on the radio and
Blue was your favorite color and now it's mine and
I think these lyrics are something you need to hear right now and
I never liked romantic comedies but I'd happily watch one with you.
I've spoken "I love you" to you in so many different phrases, sentences, languages over days that turned to weeks to months to years.
I said it so much I had to hide words beneath couch cushions, whisper phrases into my pillow when you weren't around. There could be a landfill recycled notebooks I filled about you.
And you never once said it back.
