Kayla is all excited to pick out her Halloween costume. Stacy and Kayla are shopping for costumes when a email comes through on Stacy's cell phone from Helen that says she has a big announcement. Kayla picks up her costume she's going to be a cheerleader her mother decides to be a clown . The two them pay for their costumes and pay for it a few other items and head to the car driving to Helen's house the two of them take guessing shocked at what the big announcement is Kayla thinks that helen is pregnant. this statement causes Stacy to laugh. Stacy believes that may be Helen bought a new car. when they arrive at the Lighthouse they see Sam is already there. he greets them then ask them if they know what the announcement is about they respond now when they get in the house and greet Helen and Jack kayla is so excited to show Jack and Helen the new costumes that she cannot even wait. Helen tells Kayla this is a wonderful custom you will look so cute in it. jack is going two be a pirate and I'm going to be a female pirate she informs the group. Kayla asked if that was the surprise ? Helen laughs and says no. Then Kayla asks what is it? Helen informs she is running for town council and she would like everyones help with the election it is a special election because three board members are going to be retiring the children shout with excitement. As the adults congratulate Helen. they all begin to help make posters for the campaign Jack comes up with you idea that Kayla dress up as Lady Liberty and he will be on Uncle Sam and walk around the neighborhood to campaign for Helen the adults think its a wonderful idea . only full time residents can vote in the election. only 400 people live on little Pirate Island year round although there is 1800 residents most of them reside somewhere else Lighthouse kay has 3000 full time residents and 7100 total. They all know they only have a month the campaign so they get right to work letting all their local friends know that Helen is running for election. Kayla and Jack dress up as Uncle Sam and Lady Liberty it is a big hit they hold up signs get lots of thumbs up they even dress up in their costumes for Halloween and go trick or treating income pain on both islands for candy and voters before the election Helen has to debate the other six candidates for the City Council position she does an excellent job expressing her viewpoint on how she can help the community in their tourism also help with other small business endeavors she has wonderful ideas on how to improve social services like the library and education center she also shows way that they can help get state or federal funding to secure the island during hurricane everyone is nervous on Election Day out of the three open seats Helen either takes first second or third on 65 percent of the ballot and wins election. one of her first ideas for the community is a holiday like show where all the fisherman put holiday decorations on their boats and have a parade around the harbor of both ions and the townspeople and visitors can vote on who has the best decorations the local restaurants can also have special dinners and meals for the the visitors to the festival. it is called light up the sea . Helen even decorate the lighthouse and changes the white light to red and green . she also put snowflake lights on the windows. jack is so excited that he is able to take boat out for the first time by himself . Kayla and Jack decorate the Acorn his brand new boat. Kayla also get them elf costumes they make the boat look like Santa's sleigh with reindeer hanging off the front. at the end of the night the votes are tallied Jack and Kayla take 3rd place and 75 dollars the festival was a big success the three day event brings in $250,000 in tax revenue for the community the council agrees that this will be an annual event helen is congratulated
