The Fleet of Smoke and The Human Council Formation

Captain Maxi Kass stood on the bridge his ship of the Adda, a ship of the line that was purchased from the swedish, along with some gunboats and a Frigates and corvettes, the ships were not numerous, but they seemed to have one advantage, they had cannons, while the enemy seemed to lack any cannons at all. The issue now, however was supplying the ships, they had limited amounts....maybe it would be possible to restock such supplies, but the port town they had docked for a storm, was now in a strange new world, and they were in strange new water.

The Mix of German, British, French, and Scandinavian merchant vessels in the harbor meant they had more supplies, but they may end up being coopted into the navy soon enough.

"Kaptain Kass, no new sails have flown in the area. Shall we report back to Leipkamp?" the helm asked.

Closing his eyes, Kass nodded.

"The Adda will return, anything seen from the crows nest?" Kass questioned.

"Going to be half sailing! Release the sails, half mast!" the officer ordered, before men rushed around the ship, unraveling sails. The ship slowly began to turn and sail back towards the coast, the various other ships repeated the order and followed.

It was strange......Kass remembered what he feared, a mass of ships that were moving to sink the ships, the Catholics were a threat. He thought the light on the horizon was a Spanish, or maybe Dunkirkers. It was dark when the light appeared, which didn't help when it seemed that that light was all round them, only for it to vanish just as fast.

The fear remained for some days, the waiting was the worst part, 3 ships were sent out to examine the seas, as the weather was....uncharacteristically warm. That was nearly a week ago, they had figured out, that they are not in Germany anymore, and now, they would have to fight.

As they docked in the port, the men got off the ships and would settle down in the taverns. Kass would want to join them, but he refrained, he would be going to the the town hall, where the people of status went, he needed to report the situation.

Walking up to the door and entering the hall, I stood ready for....anything really. Sitting at a table, was something Kass was not ever expecting, two people, both in clothing that didn't fit any style he saw, but it was clear, that they were having a disagreement about something. From what Kass could tell, they were shouting in a foreign language, maybe it was Russian, or perhaps Polish....maybe.

They stopped arguing before they looked at him, and one smiled, holding a hand out. Kass took it, nervous, as he looked at the man, before the other did the same. Shaking the hands, the man in the shorter coat spoke first.

"I am Allen Pearson, this Tanas Antanov. We are ambassadors to new form, and growing, Human Federation. We have 4 member, and are offering your city the 5 seat." Allen explained, in all be it rough and not fully proper german.

Tanas shook his head, he seemed to be annoyed with the other man.

"What are the....other member cities?" Kass questioned.

"We have, Oxwood, my member city. His member city is named Radestiv. We have a town named Atalantonis, Finally we have Brunswick, out last immediate member. We are.....trying to connect things together. I forgive, my German is poor. Does English have improved knowledge?" Allen said.

"I will get someone who knows English better than my own." Kass said.

Stepping away, Kass would rub his head.....so they were not the only ones in a new world. Perhaps....one of the others would know English better. Kass would enter the office of the council, and speak.

"I am in need of someone with a strong grasp of German....and I believe Russian." Kass requested.

A merchant, Luka....an Austrian in origin, but traded the Baltics, he stood up.

"I know Russian, some lot there, why? Are there Russians who are causing problems?" Luka asked.

"In a way. Just come." Kass requested.

Next was.....Harrison, the mustachioed leader of the Horsemen, they had ridden out and found.....a rather strange lot, ones that sat bound in the levels below the room. He walked out, smiling.

"I can speak with the English, they tend to be respectful to those born on the isle." He said.

The group stepped out and looked at the other 2.

"Now, I have a question, for both, Did your cities.....come here...after a glow of fire?" Kass had Luka and Harrison ask.

"We did, we have heard such reports from every other member. It has also been clear....where ever this is, is not a world any of us are familiar with." Harrison translated Allen.

"I have to admit, the travels we have done have discovered many strange things, and stranger people. Our town now has a tribe of Centaurs on the outskirts, they have been kind enough to aid in farm work, now that we are in a warmer climate." Luka translated for Tanas.

Harrison was waiting, when one of the doors opened and a child sized individual ran in, being followed by a member of Harrison's mercenaries.

"Captain Harrison, I apologize, Gabby got loose, she bit Johan and Joris." the man said, finally catching the child in a bag dress, holding her up as she tried to bite him as well.

Gabby, now held in place, was shown to be short, light green skinned, with messy brown hair, and having sharp teeth and long, large pointed ears. Allan and Tanas looked at Gabby confused.

"What is that?" Allen questioned.

"This is Gabby, the Harrison Horsemen's lucky charm. She can learn to speak pretty good, and has been kind enough to.....negotiate with tribe to be apart of the city's workers." Harrison said, looking at Allen.

"What is she?" Allen asked.

"She is a goblin." Harrison said, reaching out to hold Gabby, who clung to him and grabbed his hat, putting it on her head, and accidentally covering her eyes. 

"Ok, so.....we want to make a federation, of City states. We have not solved where the meeting spot will be, or how many members there truly are, we are just looking in the region." Allen said.

"And what is the purpose of the federation?" Kass questioned.

"It is to become a force that can defend and secure it's boarders. From what we have been able to gather, there are threats on all sides on land, and we have the technological advantage in some areas, or can create the supply to sustain the population in others, but we need to work together. It's an alliance of mutual defense, and interest." Allen explained.

Kass had to think, it was......strange, the idea.

"Perhaps, however, I will need to discuss this with the council of the city. Do you plan to stay in the town for some time?" Kass asked.

"We are." Tanas said, confidently, "If you are joining the representation is currently 1 man one city, upon the first meeting, we are going to set up a population based representation. In time, we hope that all the people will join in with the glorious union, and throw away the old kings and lords."

"Tanas, I explained this before, it's their choice how they interact in the trade aspect, not yours." Allen said, in all be it messy, russian.
