Penny's Testimony

After a week of coming home from Israel,

Sam and Penny were out in London. They were meeting Arnold at the offices of the Department for Education. They were hoping to get this situation resolved between the two agencies. Arnold met them at the front desk where he was checking in to speak to the Supervisor of Child Protection Services. They already met with the Council before meeting with the supervisor. "Morning... We're here to speak to someone at Child Services... We're with the Fire Service." Arnold informed her.

"Sure. Let me check to see if he's in."

"Alright..."

The three firefighters waited for about 5 minutes until she came back with news and three visitor badges. "There you go. He'll be in his office now. Hope it goes well."

"Thank you so much."

Arnold led the two firefighters up to the lifts and they were on the floor where their meeting was scheduled with Commander Rimmer, LFB, South Wales Police, and Rose. They arrived in the meeting room and everyone stood up knowing their concerned guests were in the room. "Alright. Let's go ahead and get started... We're here to discuss the incident between our service member Jane Greene and the Pontypandy Fire Service. Here with us today are Firefighter Samuel Jones, Firefighter Arnold McKinley on behalf of the Fire Brigades Union, and Firefighter Penny Morris of the Pontypandy Fire Service. Commander John Rimmer of the Metropolitan Police Service MO2 (MET Intelligence), Assistant Commissioner Grace Robinson of the London Fire Brigade, Chief Inspector Amanda Hall of the South Wales Police, and Sergeant Rose Ravani of the Pontypandy Police. I'm Kevin Johnston, and I'm the supervisor for Child Protective Services on behalf of the Department for Education. What facts do we have regarding this matter to prevent this incident from happening again?" The supervisor stated.

"We got word of a call from the Fire Service that there was a young child... An infant in this case... found abandoned in a cardboard box with blankets and kept warm. Surprisingly... This was just a misunderstanding by the Police. The Misunderstanding led to the Wrongful Arrest of Firefighter Morris... However, we were the first Police Force on the scene. As per the law... We would have jurisdiction in this case. It is under investigation with Police Officers from Newtown assisting. The mother... Kylie Lewis came onto the scene just a few minutes after the incident took place and took custody of the child. As of now... Newtown Police have yet to find a suspect. However... We have reason to believe that pranksters were behind the report to this Division."

"I see..."

"Sir. As we are aware, this is an ongoing investigation by the South Wales Police. The Investigation that we are looking into is called an Internal Investigation because the conduct of the Officers was seen by the Firefighters as Unacceptable. As required by Law, we are to conduct ourselves in a manner that would maintain public trust. The uh... Officers who were on-scene of that call with Firefighter Morris have been suspended pending the investigation. However, there are no laws broken as of yet... We're still determining that. But, it may also be an issue with procedures as per the Codes of Practice. We have yet to Identify the officers at fault." Inspector Hall pointed out.

"The chief inspector is right... We did obtain a report from Sandra... One of your social workers then had us send it to the office. The Fire Service isn't looking for criminal charges against Jane... But... They do want her off of the division. She did become unprofessional towards Firefighter Morris and had her placed in cuffs without reasonable grounds for suspicion." John stated.

"If I may... As a Higher-up with the London Fire Brigade, We respond to calls involving children most of the time... However, some of this warrants the involvement of the Ambulance Service. No Ambulance from Wales was on the scene other than Fire Ambulance 1 from Pontypandy. The LFB had obtained reports from Pontypandy. Since then... We didn't ask for charges." Commissioner Robinson chimed.
