"I'm Lieutenant Surge, baby. Ready to lose?" The military veteran thundered, "Go, Magnezone."
"This is a three- on- three substitution battle between Vermillion City Gym Leader Lieutenant Surge and Red from Hell. The challenger has to use one different Pokémon for each battle. If the challenger loses even a single Pokémon, his ticket to the first- class suite on the SS Anne is forfeit, if even he wins. Trainers, you can begin."
"Charmander, go."
Surge snorted: "TYPICAL! As if! Magnezone, crush'em."
Ash began the Battle.
"Charmander, Dragon Dance. "
"Magnezone, Thunder. " Surge was looking puzzled: why wasn't Charmander looking for a Fire- Type Attack?
"Head back... then jump on him."
So Charmander didn't get hit. Surge felt like there was something wrong with the entire set up. "Dragon Dance as you go."
"Magnezone... Discharge across the field. Finish that Charmander quickly. "
"Use Flamethrower as a lift- off. On the ground, Charmander... then use Dragon Dance again. "
Surge dropped his jaw. Now he realized. Charmander was merely biding his time organizing defense for an unstoppable offence.
"Finish this... Magnezone, Thunderbolt on yourself." Magnezone made himself a live conductor of electricity, and glowed yellow, so that when Charmander landed, he yelped and landed several feet away in sheer shock, no pun intended.
"Charmander, Flamethrower..."
Charmander, however, organized himself, because instead of coming in contact with Magnezone, he was using ranged super- effective attacks.
"... and Dragon Dance in between!"
Magnezone wasn't unaffected. Surge was sure Red had set a stage.
"Thunder!"
"Dodge and continue!"
With every five seconds, Magnezone was getting weaker, and Charmander was getting stronger and stronger. Something against a hit- and- run tactic...?
"Magnezone... use Discharge with intent to paralyze! Then keep using Gyro Ball! Barrage him!"
Red's smirk dropped as Surge's Magnezone formidably electrocuted the entire battlefield, paralyzing Charmander and he was repeatedly smirked.
Ash cursed privately. That wasn't exactly expected. He had to pull things back up again.
"Hyper Beam! Now!"
"Use Slash on both hands and lock claws into a shield, and use Flamethrower on the claws!"
Being a Fire- Type, Charmander would be immune to his own attack. The toughened claws for a Slash would create a shield, augmented by the Fire. The Hyper Beam struck, but failed to make a real dent in Charmander.
"Dragon Dance and then... attack!"
Charmander increased his power and then... a flurry of attacks: Tackle, Flamethrower, Slash... Dragon Pulse, Dragon Rush, Dragon Rage... smashed into Magnezone, dealing overpowered damage.
Magnezone was down before he hit the ground.
"Magnezone is unable to battle! Charmander wins! Trainers, please send out your next Pokémon!"
"Return, Magnezone. Now, Ash. This is a pretty powerful Pokémon as well. Come on out... Jolteon."
The Eeveelution graced the battlefield, and Ash already pegged a high amount of speed.
"Return, Charmander. Good work. It's war, Lairon!"
Now, Surge grinned: "Now, that's a Pokémon made for war. Hmm... Jolteon, Thunder combined with Extreme Speed. "
"Lairon, use Wild Charge!"
Surge raised his eyebrows: "Hmph. I thought you'd put Lairon's natural defense to use. Instead, you go for speed? Unconventional. "
"Combine Rock Tomb!"
The two attacks met in the middle of the field: Filter would effectively reduce any damage... while Wild Charge and Rock Tomb inflicted serious damage. Natural durability and weight kept Lairon standing. Jolteon fell, severely damaging himself.
"Impressive, and brutal. Extreme Speed back on track... Jolteon, use Discharge before you proceed. "
This one had Discharge too? Lairon wouldn't be so much as fazed because of Filter, but Jolteon had Static. Ash noticed that Lairon was paralyzed and would be further paralyzed because of the Discharge. It'd leave him open to lots of damage.
"Extreme Speed and use Tackle! Direct hits!" Jolteon was Striking high, and with Lairon paralyzed, a lot of damage was inflicted.
Surge was brutal.
But Ash wasn't a trainer for nothing.
"Discharge! Again!"
"Metal Claw into the ground, now! And stay!"
Benefits included complete immunity to Electric- Type Attacks, limiting Surge's tricks. Limitations included inability to closely Attack... however, something that didn't harm Lairon much (most of his Attacks were ranged).
"Dammit! Extreme Speed!"
"Iron Defense and then pump lead through him! Steel Beam!"
Lairon first erected a weaker version of one of the strongest Defense- based Attacks known to non- Legendary Pokémon, effectively making himself immune to basically everything: then he struck, and the silver Beam struck Jolteon, making him extremely weak.
"Now! Wild Charge and then Iron Head!"
"NO! Jolteon, get out of-" His sentence was cut short as Lairon slammed into Jolteon with the full force of a battering ram, knocking him out.
"Jolteon is unable to battle! Lairon wins! Trainers, please send out your next Pokémon!"
"Return, Jolteon. Well, Ash, I commend you for getting this far. But you won't get further. It's my best Pokémon, at least on this level. The son of my starter! Raichu, show 'em what a real war looks like!"
"Return, Lairon. Really good work. It's war... Bagon. "

2. Yeah, Surge's brutality is something I've addressed. He's using Discharge repeatedly... as well as brutal Attacks using Extreme Speed.
