The huge Electric- Type was at least four times the size of Bagon. And he hadn't battled much, aside from practice, wild Battling and capturing Metang.
"Raichu, use Thunder. " Surge ordered calmly, or at least his definition of calmly, because his calm voice usually gave ordinary civilians a heart attack.
"Bagon, dodge it."
Bagon was a good teacher, and teaching Charmander Dragon Dance was a brilliant achievement in one night. Although, Bill's lighthouse has lots of ambient Dragon- Type energy, increasing after the massive energy King Dragonite left behind.
"Nice. Now... Work with the Thunder. "
That was Ash's greatest strategy to date. Learning Thunder Punch wasn't easy. But Bagon learnt it. Absorbing Electric- Type Attacks using Thunder Punch was new. Untested. This disproved the theory of Electric- Type Attack Collisions.
Two Electric- Type Attacks, if they were to meet, in any shape or form, will be repelled immediately due to the incompatibility of two attacks.
Apparently, it was due to magic, that the magnetic fields failed to work. At least for Thunder Punch, it wasn't the case. In any other case, the attacks usually would've (contradicting science) exploded.  Here, the magnetic field worked, so Ash assumed that the magnetic field would've been from the Thunder Punch itself. Damn.
"Now... that's a strike! On the floor!"
"Don't let 'em! Iron Tail!"
The floor went electromagnetic just before Raichu could take off. Of course, since the electricity involved isn't infinite, there's no way the floor could've held Raichu down forever. But the hesitation was enough time.
"Bagon, Dragon Dance and then Skull Bash!"
"Oh hell no. No way you're using the Dragon Dance again. Enough of this! Iron Tail combined with Thunder this time!"
Using the metallic Tail as a conductor... Raichu lunged. But Bagon had a Skull Bash ready.
"Wait, Bagon! Now put your head on the ground and use Iron Head!"
Once again, like a Lightning conductor, the electricity passed through one conductor- then another- into the ground, harmlessly bypassing Bagon.
Surge stood gobsmacked before turning purple: "Raichu! End it! Volt Tackle!"
Raichu took too long.
Having evolved too fast, he missed out on concepts such as speed.
Enough time for Bagon to perform a Dragon Dance or two.
"Side- step him."
Bagon was too close to the wall. When he stepped away, Raichu couldn't change direction. He wasn't fast enough to.
The resultant crash was spectacular. So was the explosion. Raichu was hurt by all that, and Ash decided to compound on that.
"Use all Dragon- Type Attacks in your arsenal. Bring the wall down on him."
Resulting in the destruction of a wall and the brutalization of Raichu.
It had been Surge who hospitalized other Trainer's Pokémon.
Now someone else had given his Raichu a hospital trip.
To everyone's surprise, Surge just laughed.
"That was brilliant, kid... and brutal too. Try not to destroy the gym next time or... I'll be asking for money. Here's your Thunder Badge... and your first- class free ticket to the SS Anne."
Just then, they both looked at the stunning blue light that engulfed Bagon. When it died down, a Shelgon stood in his place.

Shelgon, the Endurance Pokémon.
Type: Dragon.
Gender: Male.
Ability: Moxie.
Class: SS+.
Status: Pseudo- Legendary.
Moves: Dragon Dance, Dragon Breath, Dragon Pulse, Dragon Rush, Dragon Rage, Iron Head, Skull Bash, Thunder Punch.
Item(s): None.

Solid moveset, Ash thought. Brilliant way to round off the day.

(A/N: 1. Ash dominated Surge and Shelgon evolved. In the anime, Ash did dominate Surge after Brock pointed out Raichu was slow.
2. Ash is overpowered, you think? There has to be a reason, guys. I never write without a reason. )
