An army base in New Jersey buzzes with activity. A line of men stand chatting with each other, but stand at attention as a woman calls out, "recruits attention!" Rosalie walks forward, dressed in a brown skirt and coat, her hair pulled back in an intricate braided bun. "I'm specialist Rosalie Moore, and this agent Peggy Carter," Rosalie says, walking in front of the men, glancing over to Steve, before walking a bit further, "we supervise all operations for this division."

A soldier speaks up, a smug smirk on his lips, "what's with the accent, Queen Victoria? Thought I was signing up for the U.S army."

Peggy speaks up, walking over to the soldier, "what's your name soldier?"

"Gilmore Hodge, your majesties," the soldier says, smirking proudly.

"Put your right forward," Rosalie orders, watching Peggy and Hodge. The man does as instructed, still smirking like he's some prince.

"We gonna rastle, miss specialist?" Hodge asks, "cause I got a few moves I know she'll like."

"Do it agent," Rosalie says, watching as Peggy draws her fist back delivering a strong right hook to the man's jaw. From the corner of her eye, Rosalie spots Steve sporting a small grin, his eyes twinkling in amusement. Roaslie smiles the tiniest bit, but snaps her attention to the man approaching.

"Specialist Moore, Agent Carter," a strong old voice rings through the air.

"Colonel Phillps," Rosalie greets, turning to the man as Peggy swirls around, standing at attention.

"I can see that you two are breaking in the candidates, that's good," Phillips walks over to the soldier and Agent, looking down at the man, "get your ass out of that dirt, and stand up in that lineup at attention until someone comes to tell you what to do."

Hodge scrambles up, standing tall trying to not seem bothered that a woman knocked him down. "Yes sir," Hodge says strongly, holding his stare away from the Colonel.

Phillps walks back and forth, looking at the men in front of him. "General Patton has said, 'wars are not fought with weapons, they are won by men.' We are going to win this war because we have the best men," Phillps trails off, spotting Steve in the lineup. He glances over to Erskine and Rosalie, looking exasperated at the sight. Turning back to the men, he resumes his speech, "and because they're going to get better. Much better."

The men disband, and head towards the bunkers, Colonel Phllips leading the way, "the strategic scientific reserve, is an allied effort. Made up of the best minds of the free world." Leaving the bunkers after the men are situated, they begin training on a rope ladder, the men climbing it with ease as Steve struggles, "our goal is to create the best army in history. But every army starts with one man." Steve makes it up halfway, but his foot gets tangled, making him fall down and hang upside down. A supervisroir storms over shouting, "Rogers! Get down from there."
