So, one of the things to remember as you're writing your ONC entries is to keep track of where the milestones are because this is one of the questions it asks writers in the entry form we fill out. It doesn't have to be highly specific with the actual form saying, "Example: Near the end of chapter 2 or Second paragraph of chapter 3." This makes it easier for the judges to figure out where they need to look at ending their reading.
This doesn't mean they're not keeping track of word count as they read, but this is a lot easier for them to - well, take the first milestone. Someone could have a 5k chapter for the first story, so having an idea of around how many scenes in the 2k mark is for example helps them out.
