I'd forgotten about this until @MiyaHikari brought it up in the comments.
The draft date is your publication date, which has to do with verifying when someone first started writing something which is important when it comes to plagiarism cases and other copyright issues a writer here on Wattpad may face in regards to their original fiction. And yes, starting an empty draft sets the publication date to when you started the draft.
It's certainly not the most prominent reason for being eliminated during the first round, but still an annoying reason to be eliminated just like submitting ones story wrong is an annoying reason to be eliminated.
