She wears the first one when in Gotham on patrol and second on when she and Batman have to go to a Justice League meeting.
Batman hadn't cleared her name too much, but he only cleared her name at the best of his abilities when it became apparent that she was well on her way to recovery from her mental state caused by her time on the SMP.
The Next Chapter will be her backstory as to why she and Batman, well, Bruce Wayne, are so close, why she was on the SMP
