Fast forward 72 years
Over the past 72 years many things have happened. Jack and Bucky were turned into Hydra super soldiers. They were used to kill anyone and everyone who got on Hydra's bad side. After many missions Hydra decided to freeze the two soldiers in hope to preserve them for later use.
After the two were defrosted Hydra continued to use the soldiers both until around 1985. In that year Hydra made a trade with the Soviet power house also known as "The Red Room".
The Red Room is a Soviet made training facility for young girls. The Red Room is supposed to make ordinary girls into weapons.
When Hydra made the trade The Red room received Jack, or at that time known as "Phasma", and Hydra received weapons and Girls from the Red Room. The two soldiers were split apart, but occasionally used together for special operations.
After The leader of The Red Room was blown up the remaining Red Room employees sent "Phasma" back to Hydra.
Steve was Frozen in an ice cap after he flew an aircraft into arctic waters to save people from a powerful blue cube known as "The Tesseract". After many years Steve, the ship he took with him, and the Tesseract were found. Steve was again put into action for an organization called S.H.I.E.L.D he was put into a group called the Avengers, also known as "Earths Mightiest Hero's".
