Other Russian survivor states: The Russian Confederation

From the ruins of the Russian FSSR, some new countries who survived from the attacks began to rise.

Inspired by the Baltic and Nordic countries, who declared independence and became more western alligned, independent groups managed to seize some parts of southern Russia and small areas in the north.

From the city of Rossosh, Major General Ivan Chelombeyev has unified parts of Central Russia and the Volga, along parts of Eastern Ukraine and Kazakhstan...

The events of Doomsday were catastrophic for the people of the western USSR, as the vast majority of the USA's targets were in that region and much of it was turned into a nuclear wasteland. However, not everything was destroyed and soon several distinct communities began to form in Eastern Ukraine and the area south of Moscow. There were many threats to the new communities, however most notably, the Soviet Army forces under the command of Major General Ivan Chelombeyev these consisted of the remnants of the 196th Motorised Rifle Division in Kursk and the 149th Motorised Rifle Division (in Klintsy, Bryansk Oblast). He was intent on bringing the region back under the control of the USSR.

To control the area between the two republics, Chelombeyev dispatched two brigades to Chertkovo, located in the border of the Russian SFSR and the Ukrainian SSR. Searching a new territory to use as the main base of operations, the rogue forces were sent to help the city of Rossosh, which was in desperate need of assistance, as other ex-Soviet troops in the area had begun openly raiding local communities, or had otherwise left the region for greater security in the east. He would offer them protection for a token supply of food and supplies, gradually winning over the local population. There he would start a firm rule, gradually expanding into local territory, being the foundations of the RC were laid. After several years of uneasy peace, trading with the population that Chemlombeyev had attacked in the past started. Voronezh Oblast would be the first zone to cooperate with the soldiers, being the first place to be part of the so-called Russian Confederation, that extended from Rossosh to the railway station of Chertkovo. 

Trading proved beneficial for the smaller towns still left intact, albeit plagued by radiation sickness and other diseases. Chemlombeyev still wanted to exert control over the region, this time opting for a diplomatic route. He argued that a strong council and joint military force between the small communities, as well as unrestricted trade, would greatly improve their chances of survival in the harsh region. Thus, exactly 4 years after Doomsday, on September 26th 1987, the Russian Confederacy was formed.

September 26th 1987, Rossosh, Voronezh Oblast

Located outside the Saint Alexander Nevsky church in Rossosh, Major General Ivan Chelombeyev proclaimed the formation of the Russian Confederation, between Rossosh, Belgorod, and other intact settlements. After the speech, Gennady felt as he had treasoned Arisha, feeling awkward of that nationalistic idea, as he believed she was in a safe zone...

Gennady Chernykh, being the surviving representation of Chernozemye/Voronezh, moved from the ruins of Voronezh to the city of Rossosh, there, a rogue group of the Soviet Army had established their main base in the city. Along some areas of Belgorod, where he found Boris Zapasnik, alive after some years, they decided to create an alliance just after they meet. Only four years after Doomsday, they would create a confederation between them...and survive as they could.

In the following years the borders of the RC were harshly patrolled by the 149th Motorised Rifle Division, with orders to shoot any bandits from the wasteland to the north or the ruins to the west. Some civilians, together with soldiers from the two divisions, seeing such harsh treatment of the Ukrainians, together with their own people, decided to leave the Russian Confederation for the rumored stable country to the east, still controlled by the remains of the Soviet goverment. This state of affairs continued for two years until some refugees came to the area, and the Russian Confederation decided to intervine in the areas of Eastern Ukraine, where rumours of some rogue units of the Kiev Military District took some parts of the former Ukrainian SSR.
