13 May 2016; Avengers Compound, Upstate New York

The Avengers were gathered around in a room. Tony was laying on the couch, a hand on his head, with a done expression. Natasha was seated opposite to Tony. Vision and Wanda were sitting on the other couch. Steve and Andrianna were sitting, studying the Accords, while Rhodey and Sam argued behind them.

"Secretary Ross has a Congressional Medal of Honor, which is one more than you have." Rhodey said pointing at Sam.

"So, let's say we agree to this thing. How long is it gonna be before they LoJack us like a bunch of common criminals?"

" 117 countries want to sign this. 117, Sam, and you're just like, "No, that's cool. We got it-"

"How long are you going to play both sides?" Just as Sam said this, Vision intervened, "I have an equation."

"Oh, this will clear it up." Sam said folding his hands at his chest, as everyone looked at him.

"In the eight years since Mr. Stark announced himself as Iron Man, the number of known enhanced persons has grown exponentially. And during the same period, the number of potentially world-ending events has risen at a commensurate rate."

"Are you saying it's our fault?" Steve asked in a serious tone.

"I'm saying there may be a causality. Our very strength invites challenge. Challenge incites conflict. And conflict . . . breeds catastrophe. Oversight . . . oversight is not an idea that can be dismissed out of hand." said Vision making an eye contact with everyone.

"Boom." Rhodey said, sarcastically and Andrianna snorted at the... whole speech. "Tony. You are being uncharacteristically non-hyper-verbal." said Natasha. Tony, who was still lying on the couch, looked at her.
"It's because he's already made up his mind." Steve said.

" Boy, you know me so well." Tony said as he got up and winced, rubbing the back of his head, he explained, "Actually, I'm nursing an electromagnetic headache." He then walked to the kitchen and grabbed a mug.

" That's what's going on, Cap. It's just pain. It's discomfort. Who's putting coffee grounds in the disposal? Am I running a bed and breakfast for a biker gang?" Tony said as he put his phone in a basket and tapped it. The phone projected an image of a smiling young man. Tony looked down, then back up, and pretended to notice the picture for the first time.

"Oh, that's Charles Spencer, by the way. He's a great kid. Computer engineering degree, 3.6 GPA. Had a floor level gig at Intel planned for the fall. But first, he wanted to put a few miles on his soul, before he parked it behind a desk. See the world. Maybe be of service. Charlie didn't want to go to Vegas or Fort Lauderdale, which is what I would do. He didn't go to Paris or Amsterdam, which sounds fun. He decided to spend his summer building sustainable housing for the poor. Guess where, Sokovia."The others were affected by this.

"He wanted to make a difference; I suppose. I mean, we won't know because we dropped a building on him while we were kicking ass." Tony continued as he took a pill with some coffee, then faced the others. " There's no decision-making process here. We need to be put in check! Whatever form that takes, I'm game. If we can't accept limitations, if we're boundary-less, we're no better than the bad guys."

"Tony, someone dies on your watch, you don't give up." Said Steve.

" Who said we're giving up?"

" We are if we're not taking responsibility for our actions. This document just shifts the blames." Steve said. "I'm sorry. Steve. That - that is dangerously arrogant. This is the United Nations we're talking about. It's not the World Security Council, it's not SHIELD, it's not HYDRA-" Rhodey was cut off by Steve. "No, but it's run by people with agendas, and agendas change."

" That's good. That's why I'm here. When I realized what my weapons were capable of in the wrong hands, I shut it down and stop manufacturing." Tony said walking towards Steve.

" Tony, you chose to do that. If we sign this, we surrender our right to choose. What if this panel sends us somewhere we don't think we should go? What if there is somewhere we need to go, and they don't let us? We may not be perfect, but the safest hands are still our own." Steve said sitting up straighter. "If we don't do this now, it's gonna be done to us later. That's the fact. That won't be pretty." said Tony.

"You're saying they'll come for me." Wanda interjected.

"We would protect you." Vision replied.

"Maybe Tony's right." Natasha said. Tony looked at her, surprised. "If we have one hand on the wheel, we can still steer. If we take it off -" Natasha was interrupted by Sam, "Aren't you the same woman who told the government to kiss her ass a few years ago?"
"I'm just . . . I'm reading the terrain. We have made . . . some very public mistakes. We need to win their trust back."

"Focus up. I'm sorry, did I just mishear you or did you agree with me?" Tony said still not believing it. "Oh, I want to take it back now."

"No, no, no. You can't retract it. Thank you. Unprecedented. Okay, case closed--I win."

"Does my opinion not matter?" Everyone looked at Andrianna who was sitting beside Steve with her legs pulled up to her chest and her chin resting on her knees. She looked at Tony with determination, "You all discussed this among yourself and didn't even bother to ask me. Why is that?"

"Because... I am really in no mood to deal with a teenager right now. And, You are going to sign it." Tony said with a tone that left no room for an argument. " I don't wanna be a part of this... this mess." She said gesturing at the accords in Steve's hands. "I'm with Steve in this. Not gonna sign this."

Tony ran a frustrated hand over his face, "Fine. Then say goodbye to your friends and school" Andrianna got up from the couch, her eye colour changed from blue to fiery yellow, indicating that she was angry. "That's blackmailing." She said in a flat tone. "You left me with no choice."

Andrianna looked intensely at Tony, her eyes searching his face intensely, trying to read his expressions. She scoffed realising that he was not gonna budge from his decision. Andrianna closed her eyes, gaining back control and left the room. Just then Steve's phone buzzed, and he pulled it out to check it.

'She's gone. In her sleep.'

"I have to go." Steve said as he got up sharply, dropping the Accords on the coffee table, and went downstairs. He stopped at the bottom of the stairs, leaning against the banister, and bowed his head.

A hand landed on his shoulder, startling him. "Relax, it's me." He sighed in relief seeing Andrianna by her side. "You seem to be grieving for someone."

"I lost a special person." He said sitting on the stair. Andrianna was silent. She suddenly hugged him, but said nothing. After a few minutes, they pulled back and Steve felt much better. "I have been in a similar situation, and I hated people feeling sorry for me. But there is one thing that I am sure of.... No matter how much we say we want to be alone, we need someone who just listens to us, without saying anything. So..." She patted his chest, "You can share whatever that is inside this." And he did exactly that. Steve told her about the first time he met Peggy, how he fell in love and everything after that, and Andrianna listened, not saying a word.
