In his casual/citizen persona, he acts like an actual person and is more calmer than his Enforcer persona, this would lead to people not believing that him and enforcer is the same person as they both act completely different- like- Enforcer out here killing people like an assassin, and then there's Henry who is honestly vibing and is kind as hell-]
