Ayami's quirk has two factors. The first is the eyes that pop up from black marks on her body. These marks are found in the following locations:
Eyes - one above and below each eye.
Forehead - one eye.
Neck - one on the back of her neck.
Forearms - three on each one.
These markings open up to show off violet colored eyes that glow purple when utilizing the control part of her quirk. This also leads to the second part of Manipulation: voices. Due to the fact that some people might know her quirk, her eyes emit a neurological signal that sounds much like a loved one or someone one would care deeply for (Ex: Midoriya might hear his mother or All Might). This can be just one voice or multiple voices at once.
If one of the eyes are "blinded", they'll heal after a while. However, in this state, the eyes may turn a bleeding red color, and go from urging to demanding the victim look into her eyes.
Normal: "Look into my eyes! Don't you like them? Aren't they beautiful? You should take a look!"
Blinded: "Stop playing the fuck around! Stop torturing me! Stop playing games with my fucking time! LOOK INTO MY FUCKING EYES!"
As a result, Ayami can also have her own voice change and sound different. This takes more energy, but is good for emergencies.
Moving onto her hero persona, Circe is a quick and rather powerful individual.

Circe's rather hard to spot, and there's almost no record on her school days and full capabilities, and she doesn't deal with the press often. This has caused her appearance to be much more startling when in battle, as well as make her more popular with younger audiences.
This has gotten to the point where she's somewhat a legend to heroes and villains who haven't actually met her. Her capabilities are all self honed, and she rarely actually is given missions directly from the Hero Public Safety Commission just because of how little is known about her. One thing is certain, though....
