The whole country of Japan was shocked when they woke up to the news that the whole council of the HPSC, including the president, had been killed the day before. The news reported that all eight council members were cut down in the main office of the Madame President. They were found that way when the heroes posted for security heard the disturbance but only managed to open the office door once everyone was dead. The hero Hawks was also found in the office, he was taken to the hospital and has been in a medically induced coma since. The Madame President was found less than a mile away on the street. Her body was not recognizable until they found her identification.

"What do you make of this?" All Might asked his friend, Detective Tsukauchi. The two sat in the detective's office in the afternoon of the news about the slaughter of the head of HPSC.

Tsukauchi took a sip of his coffee and shook his head. "Nothing good. First was that research island that seemingly imploded, then this. That's not to mention the HPSC goons kicked the search and rescue teams out so they could take over. It was obvious that it was their island and something went wrong." He scoffed at the mere idea of the HPSC being innocent. "Now, he can't even question the heads of that snake."

Toshinori nodded in agreement with his friend. "The two incidents are most definitely connected."

The two sat quietly for a moment before Tsukauchi shook his head and turned to Toshinori. "Enough of that, I can't do anything at the moment anyway. How goes teaching?" Toshinori grimaced slightly. "That bad?"

The number one hero made a so-so motion with his hand. "Well, I think it's just been a lot, and dealing with children who have been through attack after attack isn't easy. First, it began with Bakugo going overboard at the first exercise, then the USJ. It wouldn't have been so bad if it wasn't for Young Asui's injury, she now has to be reminded of that day every time she looks into the mirror. And the Sports Festival! You saw how that went, everyone did, Young Todoroki lost three fingers due to frostbite. Then Iida, that poor boy, goes for some misguided revenge scheme. The class is still mourning his death. We just finished the midterms, and well they could have gone better." Toshinori finished by rubbing his head in slight exhaustion.

Tsukauchi raised his eyebrows at the man. "I knew it was bad but if you are venting then it must be worse."

"Many of the kids mean well but others are just so... I don't know, misguided?" Toshinori thought of Bakugo's brash attitude, Todoroki's refusal to use fire, and Mineta's comments.

"Then guide them," Tsukauchi said.

He gave his friend a flat look. "Yes, of course. Why didn't I think of that?" He said sarcastically. "Maybe this training camp will help them. Keep their minds off the murders going on."

Izuku rubbed his sore neck. When he was done finding the information he wanted, he looked for a place to sleep. He was getting tired and needed to close his eyes for a moment. As he flew over the city, he found something called a motel. He was happy to find it was exactly what he was looking for until he found the bed. It was not a good bed, there were noises outside that he had to deal with, and it smelled odd. He would not be paying for a motel again.

Now, he was just looking around in the part of the city that held the motel. It was dirtier than the center of the city. People here looked like the people he was taught looked suspicious. When he looked closer, he saw some were hungry, tired, or just sad-looking. They shied away from his glances.

His attention was drawn to a skinny boy running across the street with something in his arms. A few moments later, a man in a colorful costume ran after him cursing all the while. He followed the pair, he could tell already the young boy had stolen something but the look in the hero's eye gave him a bad feeling. He flew over the alleyways and hid above the rooftops as he watched the Hero trip the boy. The stolen items fell from his hands to show it was bread, milk, and some meat. Just simple food for a hungry boy. Izuku did admit the boy committed a crime by stealing and was due to be punished according to the law. But when he saw the hero pull back his leg to kick the downed boy, he intervened.
