Billy Sutton is a human boy around the same age as SpongeBob and Elliott. And like SpongeBob, is joyful, hardworking, and sometimes clumsy, childish, and silly. Like Elliott, he is also known to be able to breathe underwater, though he doesn't know how he got the ability, nor does he want to know.
Sometime after Elliott came in, Billy and several other humans also arrived, all claiming to be fleeing someone or something, but none of them had any recollection of what happened before. Billy made a strong bond with SpongeBob, Elliott, and Patrick, and he often partakes in their childish escapades.
