Eating naughty children

Beside the mighty mountains,
Down in the deep dark valley,
You will find a bloody fountain
of kids who don't study but dilly dally. 

Deeper among the unstable rocks
You will find me on a throne of bones
of kids who never drink vegetable stocks
And those that hurt me while skimming their stones.

Hiding as a shadow or as moss,
I go on a hunt every Halloween. 
Stealing kids unloved by santa Claus.
Is it me or is it him that is mean?
