Shredder was upset and angry because he couldn't catch and destroy the turtles and Splinter. When his anger calmed down, he called Tiger Claw, Karai, Razhar and Fishface to the Throne room.
Shredder: Now I want to get rid of pathetic Hamato Yoshi and his wretched turtles completely. We've tried many methods so far but we haven't been successful. Now everyone, one by one, propose a solution to this problem. Karai excitedly asks for the floor.

The others start laughing after Tiger Claw's suggestion. Shredder slams his fist onto the armrest of the throne.
Shredder: Stop laughing!! Tiger Claw, what do you mean by that? The idea sounds ridiculous. Are you kidding me? Tiger Claw: Master Shredder, I'm serious. Summoning demons is a method our ancestors have used to defeat their enemies for centuries. Everyone in my family, including me, knows the ritual of summoning demons. Of course, as far as we know, the last time this ritual was used was during the First World War to destroy enemy troops. The result was of course successful. Shredder: An interesting idea, Tiger Claw, but I want you to know that if I don't see a demon as a result of your ritual, my ritual will be to sacrifice you.
