Let's put this in the MHA universe for a second.
What if each person was registered a task at birth [along with a quirk] to complete before they die.
What if the mc of the story was orphaned, the parents not being able to tell him or anyone what their task is due to their sudden deaths.
They then spend many years in the orphanage until they are adopted by Aizawa.
For the next five years they try to find a way to discover the task assigned to them. The mc joins UA in hope of someone with a quirk who can read tasks to turn up.
Unfortunately they go through their entire time at UA not knowing their task.
The mc becomes an underground hero and fights to protect others.
They reach the age of 25 when they finally find someone who can see the tasks of others.

What if it was the 20% who had quirks and the 80% were quirkless.
Izuku is the only Quirked person in his class and is bullied for being 'weird and a freak to nature'. UA, Shiketsu and the others are not the most famous schools around, infact, people avoided them. Izuku joins UA, finding that his class had only two others in it along with a teacher - Aizawa -.
Heroes are illegal, however 17% of the quirked population become villains, their anger at society for shunning them driving them insane.
UA is a disguised hero school, set as a high-school for quirked people to 'protect' the rest of society.
The LOV is still around, having Dabi [he is the only quirked person in his family which is why he was left to burn], Toga [people feared her], Shigaraki [killed his family-] and Kurogiri [he originally never had a quirk but got into UA to train as a support student for the heroes, dieing in a machine malfunction].
