Sherlock picked his look because he wanted to look normal and unusual at the same time. Think of it: black is the most popular coat color on the planet since it goes with everything. Black, and dark colors in general, retain the most heat as clothing. In countries, like England, where the weather often cold, it's normal - and almost like common sense - to own a scarf while living there; one wouldn't want to permanently have a runny nose. Blue also happens to be the most popular favorite color of many people around the world, according to polls, therefore it makes absolute sense for one to own a blue scarf to show off their love for the color blue under that dark coat. The throat and neck area are some of the most delicate skin there, even if the wearer doesn't have sensitive skin, so instead of wearing a wool scarf, a cotton one would not irritate that delicate skin.
Also, the way Sherlock ties his scarf isn't anything new. It is actually one of the most common ways to tie a scarf because it's the most efficient way of keeping heat trapped in the throat area and to bridge the gap between the coat's collar and the wearer's neck without a lot of bulk. For him, it was just a learned behaviour from his parents, like so many others who wrap their scarves that way.
Sherlock often does have to wear a suit - obvious reasons there, he has to look professional. But what does set him apart from the sea of other people who wear black coats is that his coat is a trench coat. How many people wear long coats on a daily basis? Not many. It's either too expensive or the availability of a good long black coat in that region is very low.
Sherlock's curls are a reason - other than the awesome coat - that people would look twice at him. A lot men with curly hair usually just shave it off, keep it short, or maybe even find a way to straighten it out. Other curly-haired men would wear their hair just the way it is. But anyone with curly hair would know that Sherlock's curls aren't natural. Why? They're too neat and uniform and lack texture of naturally curly hair, which means he might've used a curling iron. Naturally curly hair - no matter how many products you use - is most of the time a bit frizzy and has different sized ringlets, waves or curls all mixed together. All natural curls are different, and varies from person to person. Which leads us to wonder, why does Sherlock curl his hair? Plus, it's common for people to part their hair at the side. It's the most flattering on every person and extremely flattering for curly hair, usually.
