Present vs. Past Tense

Okay so I just don't know how I want to write it. I mean, I don't know where the setting is. Like, is it when they first move in or some other place?

Also, I haven't written an actual book in a long time. I'm not good with description that well either. Good thing I'm writing it from a blind person's perspective! :D

It will be in First Person so it will be like "I felt the walls" or "I was really mad". Stuff like that.

The thing that I'm confused about writing is how I want them to say the words. For example:

Do I want it to be past tense?:

I walked up to Sarah and tapped her on her shoulder. "What do you want?" She asked, rudeness in her voice.

"I need you to show me the ways around the school," I replied.

Or present tense:

I walk up to Sarah and tap her shoulder. "What do you want?" She asks with rudeness in her voice.

"I need you to show me the ways around the school," I reply.

I've read both kinds of reading and even books that have a mixture of them. I was thinking about this last night and after a full night's sleep, I still couldn't think straight.

Remember, I haven't written a story in a long I'm not great at description either.

PLEASE HELP ME DECIDE.
