It's Percy/Frank, I believe. Honestly, I'm not sure when they've shown romantic, or even particularly strong platonic, feelings for each other.
Now of course, I am used to shipping obscure ships, but this isn't even that obscure. It's just confusing. Like wtf when did this happen ????
