Austria didn't want to sign the Treaty of Versailles. Not only because it would force him and Hungary to divorce, but because his little brother Germany would have to take the blame for the war when Austria started it. But, his boss forced him to sign and made him watch Germany's country crumble to pieces. To this day, Austria can never forgive himself for the pain he allowed Germany to go through, and he won't let anyone else forgive him because he knows that he doesn't deserve it.
