In the wild, a male wolf scenting the fertile pheromones that a female wolf in heat gives off, will try and breed her no matter what. That means a daddy wolf will try and mate with his daughter wolf. HOWEVER, the female is not driven by her own pheromones and can decipher who is too genetically close for a healthy mate and conception partner. Therefore, she will drive away anyone unfit to parent her young.
In this case, Finn is attracted to the pheromones given off by Nova's fertility cycle. As you can read, she is not willing to just let her brother bang her brains away, she knows it's wrong and is insistent on driving him off. Because she knows he is not a father who can successfully parent her young.
