I know this may be confusing at first but you will understand the story when you go through it.

The king of the world's great great, I don't know how many more greats, grandfather fell in love with a woman who had powers, but he had no idea about them. One day the woman showed the king; he didn't like the fact that she was different and stronger than him. So he banished her into the forest all alone. After a while they found more and more people just like her and banished all of them as well. One by one they all started going crazy A) because they had been alone for so long and B) they crazy out of the revenge they wanted to seek. So when they were high in numbers and strength the woman lead The Outcasts as they were called to district 8 and murdered everyone.
So the king out of fear for his people made a deal with The Outcasts. But seeming they were all crazy it wasn't a very fair deal. The deal was as long as the king sent out mandatory things to The Outcast they would protect the districts from the monsters that live in the woods. But before they can live with or become an Outcast the king's scientists would enhance their seed, strength, or agility; then they would change their eye color like if you had brown eyes they would become black or dark red, if they were blue they would become neon blue, and if you have green eyes they would become neon green. The Outcasts agreed to the horrendous deal.
