Somewhere in the vast wheat fields of Panem, in District Nine, the district which the Whitestone and Linwood families called home, the long suffered, long beaten-down grain farmers had had enough from the oppressive Peacekeepers.

Long before either Alyssa Whitestone or Noah Linwood had been two of their district's famed victors of the 73rd and 67th Hunger Games respectively, there had always been the ever cautious, quiet, hushed down, and in many cases coded communication and plans for rebellion, even war in several circles.

District Thirteen was not destroyed or even quite so swept aside as the Capitol and the Government of Panem might have wanted to believe, or tried to force everyone in the districts to believe. As if to say, "Be warned. This is the fate that awaits any man, woman, or child who continues to ignore the warnings of our history. If you resist us, we will make sure you pay for every second, every act, every word of defiance in blood."

Today though, was a beginning of many more historic changes to come within Nine. Though the grain farmers appeared to be marched out into the fields to work, and the factory workers were also forced to work double the usual hours by the ever present Peacekeepers and the new Head Peacekeeper, there had been some hidden, secret plans. One was to begin rioting and setting fire to granaries full of grain to be sent to the Capitol.

Another plan was to invite Alyssa Whitestone and Noah Linwood back to help rally more District Nine rebels to fight, and finally, the other plan, known only to a select group of rebels was to assassinate Arcturus Ephesilus. Rowan McCain, the son of the District Nine mayor was to be the assassin. Only when Arcturus was gone for good would he consider it safe enough for Alyssa and Noah to return, as did the District Thirteen rebels underground, and their President.

Meanwhile, in the Capitol, President Snow was sending out a message of his own. And he had Peeta, Johanna, Annie, and Noah, four captive victors standing with him in this latest of Capitol propaganda videos.

They were each threatened with further torture and worse if they refused to cooperate or attempted to retaliate against him. But none of the others were suffering under as much torture as Peeta, poor bastard, Noah often thought.

Noah meanwhile, kept holding on to his own hope that Alyssa would see him again, that he would see her again. Of course he would, the rebels would see to it somehow, she would see to it herself. She would forgive him for the things he'd done.

For now, the Games were still on.
