There were once people, people that were attached to legendary pokemons. Every legendary, save a few, had a human that it cared for, and the human cared for it. These powerful humans had the power of their pokemon. Such as the ability to travel in time, grant wishes, even traverse to other worlds.
But humans are also vulnerable to greed, jealousy and all out wars. Humans hate everything they don't understand, or fear it. The humans searched far and wide, every cave, every volcano, every damned jungle. The gifted ones were soon all rounded up and killed. The Pokemons from legends, devastated, severed all links with human-kind.
No other humans were matched whit them ever since, in fear of having these humans killed as well.
But history has a tendency to repeat itself.

The Kanoa region is unique, not just because of its diversity in climate and landscape, but the fact that it has the most legends than any other region. That doesn't mean more legendary pokemons though. One should not be mistaken, Kanoa features no pokemon unique to its region. Any pokemon from Litwick to Beldum can be found here.
It would be easier to name the pokemons not available in the region than to name the ones that are. This is why its a popular place for pokemon researchers.
