A Double Whammy of Erzas

The control tower near the center of Psychic City used to be a lab for researching medicine. It had been a small building. Started by volunteer nurses and biologists who were anxious to find the cures for things such as cancer and other deadly killers of the human body. However, after the Psychic Supreme took over, and the city became dedicated to esper research, the hospital became more sinister, devoting it's time to developing torturous drugs meant to induce level spikes.

Eventually the hospital grew larger, as more and more 'patients' began to fill it's rooms. Most of them 4 to 5 years old. The city of learning known as Next Gen City already had a massive cluster of schools from which to extract test subjects. After the 3rd growth of the hospital, and the city was renamed Psychic City, the world government discovered the treachery of the superintendent Arnold Baptis (Edo Aleister).  Arnold Baptis, under the nose of the United Nations, had handed over the control of the most technically advanced center in Edolas to the mad man known as the Psychic Supreme. And now the secret was out about the inhumane experiments being carried out on children with the intention of creating an army.

However it was too late, Psychic City had already amassed enough espers and weaponry over 20 years to create a military that completely wiped out the current government power. Eventually, after 30 more years of war, Psychic City had become the supreme ruling capital of the entire planet.

During that time, the hospital formally known as Next Gen Medical, now called The Center For Primary Esper Development, had grown massive, it's hallways, however soundproofed, were filled with the tortured cries of children who had been forced from their homes and shown to have the potential for esper powers. Those who could not level up beyond level 2 were automatically disposed of to avoid inconvenience. However, it's most prominant feature was the large tower that rose at it's center.

The top floor was where Psychic City top officials could observe all the current espers in their ranks who left the hospital. It kept track of every student in the city, esper or otherwise, searching for new candidates. And right now, it was being used by Mikaris Misaka to search for Fairy Tail.

Mikaris sat at the cushioned chair in the round dark circular room that was filled with dials, buttons, and screens. typing away and looking at the screen in front of her that was filled with camera images of different parts of the cities.

Mikaris put her gauntlet to her forehead and sighed. She had been searching for hours in numerous hiding places which would be fantastic for fugitives to hide. And the Earthland gates hadn't been used at all since the arival of General Shokuhou. Where were they?

She felt..obsessed..no, that wasn't the word..angry. She had recently spoken with Mystogan in the high security prisons. He had been tortured in an attempt to gain infromation on what he had sent to Earthland with the two known as Natsu Dragion and Lucy Ashley. But Mystogan had shortly after his capture, induced an unbreakable enchantment on his mind that not even the magic negating cuffs could dispell. Mikaris would not be able to read his mind like she did before, and neither would Meribeth. So it had resorted to torture.

But the moment that Mikaris had mentioned Mikoto, Mystogan had smiled, and no matter what was inflicted on him afterwords, Mystogan continued to smile.

"Why!?" Mikaris had shouted at Mystogan. "We are inflicting impossible pain upon you...WHY ARE YOU SMILING!?"

"Because." said Mystogan weakly. "When I think of her...I see that you yourself might still have a chance..."

At that remark, Mikaris had burst from the room, unable to look at that wretched man any further.

Now, Mikaris sat in the control room, trying to do her duty...trying to forget about him.
