Tree Demons are born without horns. They gain their horns by successfully learning the ability of florakinesis - plant life manipulation.

Araki Magsim, Dimito's second-in-command, has horns. He can control tree branches and can restructure the organic molecules of a plant to make them bioluminate*. Restructuring organic molecules in plants lets him make his desired concoctions from any plant life. His ability is convinient enough as a doctor, but he's also expanding his knowledge about organic molecule restructurization and its effects to DNAs.

King Dimito may not be as powerful as Araki when it comes to usefulness, but he can control vines and use them as a network of information and surveillance. His vines were scattered all over the kingdom, which enabled him observe and gather information at real time. This made him fit as a King (and also because he has royal blood). He can also use the vines as offensive and defensive. He can smell lies, emotions, and intentions using those vines. However, since the loss of the artificial sun, his network of vines died, leaving him vulnerable. Only Araki Magsim and his brother knew this vulnerability, that's why they are agressive to find their sun immediately.**

Not everbody has the interest, resources, or genetic traits to learn florakinesis. In the entire Underworld realm, only 3% of Tree Demons have horns. The female genome is a lot closer to plant-life, that means they have the greater capacity to master florakinesis. Now that the entire female population is dead, only King Dimito and Araki Magsim are the remaining horned Ilalim citizens.

They also have the ability to self-heal and regenerate their plant cells, which explains why King Dimito cannot die that easy. He gets unconscious, though. Regeneration needs time.

Horned Tree Demons are not feared. Since they are powerful enough to live thrice as long as any other tree demons (a normal tree demon can live up to 300 years), they are seen as creatures with responsibilities to preserve their culture and keep their societies together.
They are not feared, they are respected and loved.

*Araki can control tree branches as said in the first book. He saved Hansel several times using this ability. Also, with his ability, he made Hansel's rose glow. Apparently, he's the only one who can do this. That's why he knew the King was courting Jerry Karait; he's responsible for bioluminating those midnight flowers.

** Now that the sun is back, Dimito is slowly rebuilding the network, but not far and strong enough to know that Hansel was actually a spy.
