Taking the mick/Micky is a phrase commonly used in Britain that has a near identical meaning to Taking the piss. If someone were to ask if you are taking the mick then they would be inquiring as to whether you are/were making fun of them or something/someone else. Essentially it means the action of mocking something or making fun of it.
Despite this is can be used a in a sarcastic context. If the phrase is being asked in a monotone voice then it could be an exclamation of disbelief. It is as if the person is asking for confirmation on what has just been said because they cannot believe that this is the case.
